Content: A strong and independent nuclear regulator needs: 1) separation from promotion, 2) transparency and no political and economic influence, 3) sufficient resources including technical competence staff, 4) strong internal or external support, 5) directly to conduct international cooperation. The above criteria are summarized from various presentations made at the IAEA and INSAG conferences.

The Great Tohoku earthquake on March 11, 2011 and the ensuing tsunami which hit the east coast of Japan caused a loss of all on-site and off-site power at the Fukushima Daiichi Nuclear Power Station, leaving it without any emergency power. The resultant damage to fuel, reactor, and containment of Units 1 to 3 caused a large release of radioactive materials to the region surrounding the station. The main conclusions of the Japan National Diet investigation report went beyond the direct technical and equipment failures. It concluded that the accident was clearly manmade and the root causes of the accident were in institutional and cultural issues rather than in technical and natural conditions.

This presentation will discuss the roles and positions of Japanese nuclear regulator before the Fukushima accident against the five criteria mentioned above. In addition, further improvements of Japanese nuclear infrastructure and safety culture are recommended.
